Did anyone try the patch below? Experiences?

Is anyone working on QoS scheme for the sceduler like Sam suggested below?

networking scheduling modules (QoS) into the CPU scheduler :-) If a Token
Bucket Filter system were to be used, the extra cpu is still available
when not in use.

Hmm, wonder if they're fast enough or whether it would require huge
scheduler hackery...
