Looks like its only on debian vserver under a redhat 7.3 it works

Possibly too-obvious first guesses:

1- .183 is the root server's primary IP.
2- .183 isn't assigned to eth0 (or whichever interface is appropriate)
3- .183 is already assigned to another vserver.

What error message (if any) are you getting? That's certainly the right

syntax for .19ctx14 at least.
