Hmmmm nope there is nothing in any other vserver or host server binding to
that IP Address. The IP is available, and the host server has nothing
binding to port 53.

May be it’s a bind 8 thing and works in bind9? Hmmmmmmm so confused

Is the 192.168.11.2 available in your vserver ?
Isn't there a named configured in your main server already listening on
udp/53 on 192.168.11.2 ?
