hi,

as i know this ist not possible.

With rebootmgr <context name> he can reboot his server with the command
"vreboot" when he is logged in the vserver.

To start/enter/stop the server you have to be root.

Other way is to give root privilegs to a normal user with sudo or anything
like this.
