looks like a configuration issue to me, but I might
be wrong, cant say without a complete dhcpd.conf
and dhcp version ..

you should upgradde for several reasons:
 - vserver bugs where fixed
 - kernel bugs where fixed
I would suggest 2.4.23 + vs1.22 ...
