Hello Herbert,
after a little bit more investigation I saw that my problem might be related
to the way my vserver directories are mounted:

[root_at_debmu455:NOENV]mount
/vservers/IMG/VSLPFRA1_rh9.img on /vservers/VSLPFRA1 type ext2
(rw,loop=/dev/loop0)

I copied the content to a "real" partition and the vserver is starting now
even with util-vserver-0.29. One message still comes up when stopping the
vserver (starting works fine):

[root_at_debmu455:NOENV]/DBA/users/lang72/UTIL/sbin:./vserver VSLPLAN2 stop
your are now user=root uid=0
Stopping the virtual server VSLPLAN2
Server VSLPLAN2 is running
ipv4root is now 145.228.183.183
New security context is 49158

Can't chroot to directory . (Operation not permitted)

sleeping 5 seconds
Killing all processes
kill -TERM /VSLPLAN2/sbin/syslogd[31669]
kill -TERM /VSLPLAN2/usr/sbin/crond[31690]
kill init, pid 31474

But now I have the question what is wrong with my mounts?
