Hello.

Björn (aka Doener) and Herbert (aka Bertl) tracked down this
issue to a problem in the "vshelper" script of "util-vserver".

The current workaround is to execute the following:

 cd /etc/vservers/.defaults/apps
 mkdir vshelper-delegate
 touch vshelper-delegate/shutdown
 chmod +x vshelper-delegate/shutdown
 echo '#!/bin/true' > vshelper-delegate/shutdown
