NGNET is the upcoming Next Generation Networking
(we will hack on that soon), you can find a howto
at http://linux-vserver.org/NGNET-Testing-HOWTO

you can disable it in the linux-vserver kernel
config (it's a config option) but you are not
advised to do so, unless you exactly know what
you are doing :)
