Use the /etc/vservers/[vserver-name]/fstab with bind mount entries,
this works fine for me.

Example entry line:
/var/public/lib /usr/local/lib auto rbind 0 0

This mounts the "/var/public/lib" directory (off the host) into the
vserver local /usr/local/lib directory and shares it over all such
mounted guests on the same host.
