there are various scripts being run at different stages
of startup and shutdown, the one you are probably interested
in is the initialize script which is run before startup (see
http://www.nongnu.org/util-vserver/doc/conf/configuration.html
for details on the other scripts)

some scripts are able to stop a startup/shutdown when they
return a non zero error value ...
