Admittingly I just ignore most of your post now to be able to come up
with the most simple solution:
Have you possibly been running a 32-bit userland on your 64-bit kernel
before poweroff, using 64-bit VServers? After the reboot you run a
32-bit kernel due to some update in between?
This would sort of explain why no library/binary is executable anymore.
