We didn't do a working patch for 3.1.x, the first one for
the 3.x series was for 3.2 and it was somewhat buggy.

The procps folks are definitely not to blame here, they
are not doing anything wrong.
The kernel should be updated to a more recent version,
last but not least because of the many exploits found
recently.
