well. it's mounted and usrquota is turned on.
here's my /etc/mtab

on a different system I installed the 2.4.20ctx-17 kernel + quota/vquota patches
and basic quota in the hostsystem seems to work fine. I think I'll just stick
with this for the moment.

maybe it's something about the kernel version.
