status 100 is given by inetd, I looked at the source:

I don't know yet what it means, I am investigating.
ps: if I call directly in.telnetd from inetd, not through tcpd, it gives
the same status.
ps: I have another vserver on another host which is working perfectly
(and I assume others have working vservers, too...)
