vapt-get itself can be found here.
It uses the apt port for rpm and calls 'vrpm-wrap' instead of
the plain 'rpm' binary.
'vrpm-wrap' is a LD_PRELOAD wrapper which replaces execv() to
start rpm-scriptlets in the vserver-ctx with restricted rights;
the file-extraction phase happens in host-ctx with all rights.
Information about vapt-get/vrpm can be found in the list-archive

Yes, I have not found time yet to make it something officially.
Currently I provide patches/standalone scripts only.
