Recently, I couldn't get this solution to work for me in my setup (I
create new vservers with the newvserver command, and both my host and
guests are dapper drake).

My solution:

1. apt-get install language-pack-en
2. add the following lines to /etc/environment:
    LANG="en_AU.UTF-8"
    LANGUAGE="en_AU:en_US:en_GB:en"

Not sure why I had to do this, but it works (for EN at least)
