Rob Shakir has a patch for the 2.4 kernel series allowing one to place a
cap on the percentage of CPU a given process may use:

I am currently naive about the mechanism of the context patch, so I can
only hope that this is a useful reference (i.e. that it would be
feasible to modify it to support limits on contexts).
