I have a fresh install with FC4, util-vserver 0.30.210 and kernel 2.6.14.7
vs2.0.1

I have *not* patched yum (just changed the 5 seconds waiting in "vyum-worker"
to make it faster ...), and the command "vyum test -- install vim-enhanced"
works.

Parhaps you should install the "util-vserver" commands yourself (not the
pre-packaged version), using the latest stable release ?

Did you internalize the package management ? In my case, this is true (vserver
test pkgmgmt internalize).
